The Quality Migrant Admission Scheme (QMAS) seeks to attract highly skilled or talented persons to settle in Hong Kong in order to enhance Hong Kong's economic competitiveness. Successful applicants are not required to have secured an offer of local employment before their entry to Hong Kong for settlement. As part of the enhancement measures, the annual quota limit has been suspended for a period of 2 years, with effect from January 1, 2023.
Applicants who have met all the prerequisites may choose to be assessed either under two points-based tests:
Applicants who are considered to have met one of the criteria under the Achievement-based Points test will be awarded 245 points. Requirement under this test is very high and applications which fail to score points under this test will be refused immediately.
The minimum passing mark set under the General Points Test is 80 points. Interested applicants should review the assessment factors and ensure their credentials satisfy the requirements under the scoring system before applying.
For talents who are allotted a quota under the General Points Test, the pattern of limit of stay is “3+3+2” years.
Selection Exercise:
Selection exercises will be done on a regular basis for quota allocation to applicants. During each selection exercise, applicants who satisfy both the prerequisites and the minimum passing mark (under the General Points Test) or are awarded 245 points (under the Achievement-based Points Test) will be ranked according to scores awarded. High scoring applications will be short-listed for further assessment. Successful applicants will be notified and issued a visa/ entry permit (in the form of “e-Visa”) under the Scheme for staying in Hong Kong.
Scoring System Under the General Points Test:
1 – Age - Maximum 30 points
18 – 39 Years Old (30 Points)
40 – 44 Years Old (20 Points)
45 – 50 Years Old (15 Points)
51 Years Old or Above (0 Points)
2 - Academic/Professional Qualifications - Maximum 70 points
Doctoral Degree / Two or more master’s degrees (40 Points)
Master’s Degree / Two or more bachelor’s degrees (20 Points)
Bachelor’s Degree / Professional Qualification awarded by a nationally or internationally recognized or acclaimed professional body which demonstrates that the holder has a very high level of technical expertise or skill (10 Points)
Additional points if a degree at bachelor level or higher is awarded by a renowned institution recognized internationally. The awarding institution should be ranked among the top 100 universities/institutions in any of the four world university ranking tables published by QS, Shanghai Jiao Tong University, Times Higher Education and US News and World Report, or among the top 30 colleges in the National Liberal Arts Colleges Rankings published by the US News and World Report. 3 – Work Experience – Maximum 75 Points
Not less than 10 years' graduate or specialist level work experience, including at least 5 years in a senior role (40 Points)
Not less than 5 years' graduate or specialist level work experience, including at least 2 years in a senior role (30 Points)
Not less than 5 years' graduate or specialist level work experience (15 Points)
Not less than 2 years' graduate or specialist level work experience (5 Points)
Additional points for not less than 2 years’ graduate or specialist level work experience with international exposure (15 Points)
Additional points for not less than 3 years’ graduate or specialist level work experience in multi-national companies (MNCs) or reputable enterprises, such as listed companies or companies on the lists of The Global 2000 by Forbes, the Fortune Global 500 and the Hurun China 500 (20 Points)
4 – Talent List – Maximum 30 Points
Additional points if meeting the specifications of the respective profession under the Talent List (30 Points)
5 – Language Proficiency – Maximum 20 Points
Being proficient both in written and spoken Chinese (Putonghua or Cantonese) and English (20 Points)
Being proficient in at least one foreign language (written and spoken) in addition to written and spoken Chinese (Putonghua or Cantonese) or English (15 Points)
Being proficient in written and spoken Chinese (Putonghua or Cantonese) or English (10 Points)
6 – Family Background – Maximum 20 Points
At least one immediate family member (married spouse, parents, siblings, children) is a Hong Kong permanent resident residing in Hong Kong (5 Points)
Accompanying married spouse is educated to the equivalent level of a degree or above (5 Points)
5 points for each accompanying unmarried dependent child under the age of 18, maximum 10 points (5/10 Points)
