Are you planning towards applying for Hong Kong Permanent Residency but unsure about the process or requirements?

 

If you have obtained a visa/entry permit and have been approved for stay in Hong Kong such as through Hong Kong’s various talent admission schemes, Immigration Arrangements for Non-local Graduates (IANG) scheme, or a Dependant Visa, you will need to show proof of 7 years’ of continuous ordinary residence in Hong Kong before applying for the verification of eligibility for a Hong Kong permanent identity card.

 

Common Reasons for HKPR Application Refusal

  1. Long Absences from Hong Kong

One of the primary requirements for this application is demonstrating at least seven years’ continuous ordinary residence in Hong Kong. Significant periods spent outside Hong Kong during this time may raise doubts about whether Hong Kong is genuinely your home. Frequent or extended absences without valid reasons could result in application rejection. However, if Hong Kong is your home and you leave temporarily for purposes such as holidays, business trips, or studying abroad, your residency may be considered uninterrupted. Any gaps in residency for more than 6 months should be explained with supporting documentation.

 

  1. Failure to Meet the Minimum Residence Requirement

You must provide evidence that you have continuously ordinarily resided in Hong Kong for at least seven years under a valid visa before applying. Visitors or tourists cannot claim ordinary residence in Hong Kong, as visiting is not considered "ordinary residence".

 

  1. Insufficient Documentary Evidence of At Least 7 Years of Ordinary Residence

Demonstrating your intention and efforts to make Hong Kong your home is a critical aspect of the application process. Proof may include a combination of documents such as employment records, salary tax receipts, MPF contributions, school documents, evidence of establishing and actively running a business in Hong Kong, family ties within the city, property ownership or signed rental agreements. Without adequate documentation to prove seven years of continuous ordinary residence in Hong Kong, applications may be refused. In such cases, you may need to extend your visa/entry permit and accumulate additional proof before reapplying.

 

  1. Not Being Physically Present in Hong Kong During Application Submission

You must be physically present in Hong Kong when submitting this application, whether by post, drop-off, or online. If you are not physically present in Hong Kong at the time of application submission, your application will not be processed and will be considered closed.
