
In a news release on December 23, 2024, Immigration, Refugees and Citizenship Canada (IRCC) has announced, that effective spring 2025, candidates applying through the Express Entry system will no longer receive additional points for having job offers supported by an Labour Market Impact Assessment (LMIA) from Canadian employers. This decision marks a significant policy shift and is set to reshape the landscape of immigration to Canada, affecting both new applicants and those already in the Express Entry pool.
One of the main reasons for this policy adjustment is to remove the incentive of illegal buying and selling of Labour Market Impact Assessments (LMIAs). IRCC has noted growing instances of candidates exploiting the system by purchasing fake job offers or LMIAs to artificially inflate their Comprehensive Ranking System (CRS) scores, for the purpose of increasing their chances of receiving an invitation to apply (ITA) to apply for Canadian permanent residence. By removing the incentive of additional points for LMIA-based job offers, IRCC aims to remove the allure of engaging in such fraudulent activities, taking a further step to promote fairness and create an equitable immigration system.
How Will Current and New Candidates Be Impacted After the Change Takes Effect?
Candidates who have already received an invitation to apply or have already submitted a PR application that is under processing will not be affected by the change.
What are Some Possible Ways to Increase Your CRS Score?
With the elimination of job offer points in Canada’s Express Entry system, candidates in the pool with job offer points will no longer receive a competitive advantage. They would also expect to see their total CRS scores decrease after the change takes effect.
If you are interested in applying for permanent residence through the Express Entry program, we outline below some possible ways to improve your CRS score and increase your chances of receiving an Invitation to Apply (ITA) among the Express Entry pool of candidates.
Enhancing language skills is one of the most impactful ways to boost your CRS score. Consider retaking language tests such as IELTS General or CELPIP General and aim for a Canadian Language Benchmark (CLB) level of 9 or higher. Additionally, achieving a moderate or high level of proficiency in French can provide up to 50 extra points, making candidates who are bilingual in French particularly attractive.
If you have completed a degree, diploma or certificate abroad, get your foreign credential assessed by having an Educational Credential Assessment (ECA) done by an approved agency. Depending on your situation, you might be able to increase your CRS score with an ECA for your foreign credential completed outside of Canada.
If you are a recent university or college graduate, accumulating more years of skilled work experience can boost your CRS score. For your foreign work experience to count for CRS points, it must have been paid, full-time (or an equal amount in part-time), and in only one occupation (NOC TEER category 0, 1, 2 or 3). Canadian work experience is particularly valuable; even one year can add CRS points to your profile.
Getting a provincial nomination can provide a massive boost to your CRS score—up to 600 points—effectively making you eligible to receive an ITA in the next draw. Research Provincial Nominee Programs (PNP) — there may be provinces that are looking to nominate candidates with your skills and qualifications, and some provinces offer various streams that target in-demand occupations that may align with your background.
If you have a spouse or common-law partner, their qualifications may positively impact your CRS score. Their age, language skills, education, and work experience can contribute additional points to your profile. In some cases, it may be beneficial for the spouse or common-law partner with the stronger qualifications to be the principal applicant.
Obtaining a Canadian degree or diploma typically adds between 15 and 30 points to an applicant’s CRS score. After completing their studies in Canada, some graduates may be able to apply for a Post-Graduation Work Permit (PGWP) if they meet the eligibility criteria. This will allow them to obtain a PGWP to work in Canada after graduation, and the accumulated Canadian work experience can add then add CRS points to their profile.
Keep an eye on targeted Express Entry draws that focus on specific occupations or demographics, such as STEM fields or French language speakers. If your educational background, work experience or language qualifications meet the criteria as outlined by IRCC, you might be able to participate in these targeted draws to increase your chances of receiving an ITA.
