Applying for Hong Kong's CNCC Certificate of No Criminal Conviction

If you are planning to apply for a visa abroad, you might need to provide proof of a police clearance certificate. In Hong Kong, this is known as a Certificate of No Criminal Conviction (CNCC). Here we provide an overview of the application process and requirements in applying for a CNCC.

 

What is a Certificate of No Criminal Conviction (CNCC)?

A CNCC is an official document issued by the Hong Kong Police Force that certifies that an individual has no criminal convictions recorded by the Hong Kong Police during their time in Hong Kong. It is essential for various visa and immigration applications, such as student, visit, or resident visas, or to adopt children. For instance, Hong Kong residents over the age of 18 who have applied for Canadian permanent residence will be requested by Immigration, Refugees, and Citizenship Canada (IRCC) to provide a CNCC as part of the application process.

 

Who May Apply For a CNCC (Police Clearance / Police Certificate)

Individuals applying for visas to study, work, or immigration may need to apply for a CNCC, especially if they have lived in Hong Kong for an extended period.

It is important to note that not everyone is eligible to apply for a CNCC. Typically the Hong Kong Police Force will only accept CNCC applications from applicants who can provide a request letter from a consulate / immigration authority / government authority. CNCC applications for other purposes or personal use will not be accepted unless the reasons can be justified.

 

What is the CNCC Application Process

  1. Make sure you meet the eligibility criteria to apply for a CNCC.
  2. Make an appointment through the online booking system on The Hong Kong Police Force’s website, or the Auto-Telephone Answering System at 2396 5351, no less than one day in advance of the intended appointment. Walk-in applications will not be accepted.
  3. Gather the required documents and complete the application forms.
  4. Bring the completed and signed application forms, along with the required documents listed below to attend the appointment.
  5. Submit the application, pay the application fee, and await processing.

 

CNCC Application Required Documents

  • Original valid ID (e.g., Hong Kong Identity Card or passport) if the applicant is a HK resident, or a valid travel document
  • Completed and signed application form
  • Signed fingerprint consent form
  • Request letter from the relevant authority - Include the original and a copy of the request letter from the relevant consulate, immigration authority, or government authority. The letter needs to contain the applicant’s name and indicate that the production of a certificate is required. As the Hong Kong Police Force will send the application result directly by registered mail, please include the postal address of the relevant consulate, immigration authority, or government authority.

Where to Attend the Appointment

Applicants shall attend the appointment in person at the CNCC Office in Wan Chai, bringing all the completed forms which can be downloaded from the Hong Kong Police Force website, and the required documents.

Processing Fee

As of today, the processing fee is HKD$283 per person, payable via cash, Octopus card, EPS, or cheque payable to “The Government of the Hong Kong Special Administrative Region”.

 

How Long is the Processing Time for CNCC

According to the Hong Kong Police Force’s website, it takes around four weeks for processing upon receipt of complete application documents. The result will be sent out to the relevant consulate, immigration authority, or government authority by registered mail.

 

Applying for a Hong Kong Police Certificate from Overseas

Overseas applicants can mail their applications by post to the office (please refer to the full mailing address below). They may also have a representative submit the application by appointment or deposit the application into a drop-in box on the first floor of the CNCC office in Wan Chai.

Applications sent from abroad must include an original full set of the applicant’s fingerprints taken by a law enforcement agency / consulate, or commercial agencies authorized by overseas law enforcement agency / consulates where the applicant currently resides.

Some Issues That May Arise During the Application Process
